He was born on March 30, 1940,Taldy-Kurgan region, he got his secondary education in 1958.

He graduated from the Kazakh State University named after S.M. Kirov (now – Kazakh National University named after Al-Farabi) (1974) in “jurisprudence”, qualification – lawyer.

Being a well-known public and political figure, he takes an active part in the legal establishment and strengthening of the independence of Kazakhstan.
He worked as a member of Working Group on improving the legislation on law enforcement activity under the Administration of the President of the Republic of Kazakhstan (2003), a permanent meeting to develop proposals for further democratization and development of civil society (2003), the National Commission for Democracy and Civil Society under the President of the Republic of Kazakhstan ( 2004-05), the Commission for further improvement of the judicial system of the Republic of Kazakhstan (2005), the State Commission for further development and concretization of political reforms in Kazakhstan, the head of working group on improving the system of justice and law enforcement personnel (2006-07). He was the head of working groups in the drafting of the projects “Law OnProsecutor’s Office” and “On the structure of the courts and judges” (1994 – 95).
He was a member of the Commission under the President of the Republic of Kazakhstan on the fight against corruption and the Civil Service Ethics (2002), of the Supreme Judicial Court of the Republic of Kazakhstan (in the second half of the 1990, 2002-09, while in 2003-06 –the Chairman of the Supreme Judicial Court of the Republic of Kazakhstan), is a member of the Commission on Human Rights under the President of the Republic of Kazakhstan (2003-2011), a member of the Council of Legal Policy under the President of Kazakhstan (since 2003), the Assembly of Peoples of Kazakhstan (since 2010), the Deputy Chairman of the Public Chamber of the Mazhilis.
In 2001 he established the public organization “Republican Citizenship Movement “For Legal Kazakhstan”, and in April 2004 at the founding congress of the Democratic Party of Kazakhstan (KDP), organized on his initiative, and he was elected its chairman. This party participated at two parliamentary elections and two presidential elections in Kazakhstan, and also was one of the most active participants in the meetings Interparty Council on finding the best solutions to overcome the global financial crisis in Kazakhstan.
Since April 2012 the honorary chairman (leader) of the party “Adilet”.
