A working meeting of the project office ‘Quality Legal Education’ in the framework of the Academic Methodological Association –Project Management Team has been held in KAZGUU

On January 23, 2020, a working meeting of the project office “Quality Legal Education” has been held as part of the Academic Methodological Association –Project Management Team.

The meeting has considered the PMT activities in the direction of ‘Law’. There was a mixed form of the meeting- face-to-face and online with the participation of Professor S.V. Sayapin from KIMEP University, Almaty.

In the framework of the PMT – Textbooks with updated content, Zh.G. Kalisheva informed about the submission of the ‘Law’ direction to the AMA-PMT according to the Rules on the procedure for assigning the textbooks with the classification code ‘Recommended’ (Allowed) by AMA for ‘Law’ specialties, a textbook on the subject ‘Constitutional Law of the Republic of Kazakhstan’, prepared by S.K. Ukin, an Assistant Professor of the Department of Theory of State and Law of Kostanay State University named after A. Baitursynov, and R.G. Nurmagambetov, Professor of the Department of Law of the Kostanay Branch of the Chelyabinsk State University, who passed the test for plagiarism through the Turnitin system and was sent to two independent reviewers from among the experts in the field of constitutional law, L.T. Zhanuzakova, Doctor of Law, Professor, Deputy Director of the Institute of Law of the Turan University, and S.K. Amandykova – Doctor of Law, Professor, Dean of the Higher School of Law of Astana International University.

S.G. Sayapin, Head of AMA, Doctor of Law, Professor of the Law School of KIMEP University made suggestions for the project task ‘Textbooks with updated content’, which were defined according to the following criteria:

1. To refrain from ‘common’ textbooks / educational books in subjects, facilitate the publication of competing training materials;

2. To recommend textbooks / educational books for publication providing their compliance with state educational standards and curricula;

3. To recommend the authors when writing textbooks / educational books to apply the comparative-legal method widely, rely on the best international legal and pedagogical practices;

4. To include not only theory but also practical substantive components in the content of textbooks / educational books;

5. When writing textbooks/manuals, rely on electronic sources and information materials on the Internet;

6. Depending on the language of instruction, to recommend publishing textbooks/guides in Kazakh, Russian and English;

7. If necessary, translate foreign educational literature (such as, for example, M. Shaw’s textbook on international law).

S.G. Pen – Head of the AMA – The implementation of the academic integrity principles based on good practices, standards of credit education technology and international practices to combat academic dishonesty – also made suggestions on the need to develop textbooks taking into account foreign experience, using German textbooks as an example, where sufficient attention is paid to law enforcement practice and supported the proposal refrain from ‘common’ textbooks/manuals on subjects. Textbooks should be consistent with educational programs. Thus, healthy competition will be created for the publication of high-quality educational editions used in the educational process.

In the direction of the AMA – Implementation of the academic integrity principles on the basis of good practices, standards of credit education technology and international practices to combat academic dishonesty – Yakov Voronkov presented several projects:

PROJECT 1: DEVELOPMENT AND IMPLEMENTATION OF THE GUIDELINES FOR PLAGIARISM VERIFICATION OF WRITTEN WORKS, EDUCATIONAL BOOKS, SCIENTIFIC WORKS, THESES, AND MONOGRAPHIES.

The justification and project implementation deadlines were presented.

PROJECT 2: DEVELOPMENT AND IMPLEMENTATION OF LIABILITIES AND PROCEDURES FOR APPLICATION OF PUNISHMENTS FOR TEACHERS, SCIENTIFIC STAFF AND STUDENTS OF EDUCATIONAL PROGRAMS OF HIGHER AND POSTGRADUATE EDUCATION, AS WELL AS STAFF OF SCIENTIFIC ORGANIZATIONS FOR VIOLATIONS OF ACADEMIC INTEGRITY providing categories of violations.

PROJECT 3: DEVELOPING AND CONDUCTING WORKSHOPS ON VERIFICATION OF WRITTEN WORKS FOR PLAGIARISM FOR TEACHERS OF EDUCATIONAL PROGRAMS OF HIGHER AND POSTGRADUATE EDUCATION, WHO ARE THE MEMBERS OF AMA, AS WELL AS MEMBERS OF THE ACADEMIC HONESTY LEAGUE.

The justification and project implementation deadlines were presented.

PROJECT 4: DEVELOPMENT, PLACEMENT AND PROMOTION OF ONLINE – COURSE ON TEACHING THEPRINCIPLES OF ACADEMIC INTEGRITY AND PROCEDURES FOR VERIFICATION OF WRITTEN WORKS FOR PLAGIARISM. A partner was proposed – the Public Association “NU Alumni” (Nazarbayev University Alumni Association).

PROJECT 5: DEVELOPMENT AND IMPLEMENTATION OF SPECIFIC REQUIREMENTS FOR TEXT LOAN DETECTION SYSTEMS FOR ALL EDUCATIONAL PROGRAMS OF HIGHER AND POSTGRADUATE EDUCATION, IMPLEMENTING EDUCATIONAL PROGRAMS IN THE TERRITORY OF THE REPUBLIC OF KAZAKHSTAN.

PROJECT 6: DEVELOPMENT OF THE RECOMMENDED ANNUAL SCHEDULE AND CONTENT OF EVENTS FOR UNDERGRADUATE AND GRADUATE STUDENTS TO REDUCE THE NUMBER OF ACADEMIC INTEGRITY VIOLATIONS.

PMT – Access to the legal profession goes through national and international accreditations. The Kazakhstan Union of Lawyers has submitted the documents to the ‘Atameken’ NCE to include the ‘Atameken’ NCE for lawyers in the register of specialist accreditation centers.

PMT – Creation of a Career Development Center for legal personnel. E.L. Babajanyan, the head of this direction,informed about the conduct of career development and advanced training courses for practicing lawyers (notaries, lawyers) and preparations for the organization of a summer training school for faculty of law schools and departments.

PMT – Career and Employment. The internship database is established according to the educational program. The skills necessary for the successful completion of the professional internship by students of law schools and departments are developed. Issues on conducting job fairs in mid-April 2020 at the basic university of AMA and universities in the direction of ‘Law’ have been discussed.

Project proposals have been discussed and measures for their implementation have been determined.
